With reference to Sir F. Lugard's

Despatch No. 26 of the 28th. of January last, I have now

the honour to transmit for Your Lordship's information the

enclosed copy of the report upon the working of the Imports

and Exports Office in connection with the import duties on

liquor, together with a precis of the recommendations and

suggestions contained in the report and of the decisions

arrived at thereon by Sir F.

D. Percebois has made many

valuable recommendations for the improvement in the organiz-

-ation of this Sub-Department of the Harbour Department;

but no radical changes are advocated. A suggestion is

made for alteration in the method of levying duty on

spirits imported for local consumption, and this matter
